From Field Innovation to Public Policy
LEADS advances evidence-informed policy engagement to strengthen the realisation of citizens' entitlements under government programmes and social protection schemes. We recognise that large-scale public investments require context-specific, field-tested approaches to be implemented effectively which is why LEADS develops, pilots, and institutionalises innovative development models that address critical implementation gaps and demonstrate scalable solutions on the ground. This work follows a structured, six-step process:
Step 1
Understanding & Research
DLEADS builds a grounded understanding of each theme through field-level surveys and research, engaging communities, state departments, and like-minded organisations and networks to identify existing gaps and opportunities.
Step 2
Field Implementation
Relevant activities are implemented directly in our project areas, generating first-hand field experience and a dedicated team equipped to carry this learning forward into dialogue with stakeholders.
Step 3
Documentation & Gap Analysise
The process and its outcomes are carefully documented, identifying specific gaps in existing policy and the changes needed to address them effectively.
Step 4
Solution Development
Based on this evidence, LEADS prepares a solution-oriented document, framed for sharing with relevant stakeholders and decision-makers..
Step 5
Release & Dissemination
The report is formally released in the presence of stakeholders and shared with the concerned state department, aimed at informing state policy and strengthening result-oriented systems.
Step 6
Institutionalisation & Scale-Up
LEADS engages in continued dialogue with state departments and other stakeholders to institutionalise workable solutions, enabling them to scale up, improve policy outcomes, and strengthen state systems for the benefit of the people.
Throughout this process, our approach is rooted in collaboration rather than confrontation. We work alongside institutions, not against them, to bring about meaningful and lasting change at the state level
Policy Advocacy for Inclusive Development
LEADS believes that creating a greater impact in favour of poor and marginalized communities requires strong policy advocacy and collaboration with Civil Society Organizations (CSOs). Through evidence-based advocacy, networking, and policy engagement, LEADS works to promote people-centric governance and inclusive development across Jharkhand.
Realization of RTE Act 2009 to Provide Quality Education
Promoting the effective implementation of the Right to Education Act to ensure access to quality education and equal learning opportunities for every child.
State Budget Analysis & Gender Budgeting
Facilitating state budget analysis with special focus on poor and tribal communities while advocating gender-responsive budgeting for women and girls.
Displacement & Rehabilitation Policy
Advocating fair and inclusive policies that protect the rights and livelihoods of displaced communities and ensure proper rehabilitation.
Jharkhand Agricultural Policy
Supporting policies that strengthen agriculture, improve rural livelihoods, and enhance opportunities for small and marginal farmers.
Panchayati Raj & Gram Sabha in Jharkhand
Promoting decentralized governance and empowering Gram Sabhas to participate effectively in local development and decision-making.
SDGs, National Development Goals & RTI Act
Encouraging realization of Sustainable Development Goals, National Development Goals, and the Right to Information Act to strengthen transparency, accountability, and inclusive growth.
